  Frank has been a member of ASTM Committee B09 on Metal Powders and Metal Powder Products for 39 years and Committee E29 on Particle and Spray Characterization for over 30 years. He is a past Chair of Committee B09 and currently chairs Subcommittee B on Refractory Metal Powders, since MPPA Standards Committee Members of the Metal Powder Producers Association (MPPA) Standards Committee oversee the development and maintenance of methods of test, practices or guidelines for metal powders that are published by MPIF in the Standard Test Methods for Metal Powders and Powder Metallurgy Products book.

The Metal Powder Industries Federation is a federation of six trade associations representing various aspects of powder metallurgy (PM), metal powders, and particulate materials.
